Born on May 13, 1938, in Cleveland, Ohio to William & Bernice Telepak. William was raised in Erie, Pennsylvania. He briefly attended Penn State before proudly serving his country in the United States Air Force from 1957 to 1961. He was employed by Exxon and later contracted with Valero.
In 1976, William made Benicia his home, where he became deeply involved in the community. He was instrumental in establishing the Police Activities League (PAL) soccer program in Benicia and dedicated countless hours to coaching and officiating youth sports. His passion for athletics extended beyond the field, as he also officiated with the Northern California Golf Association and the PGA Tour.
